Hit-and-run driver kills ped Mark Morales near 90 Chicon, 10/31/17

Yet another one.

Police say 1/3 of ped fatalities are hit-and-runs.  That's a staggering percentage.  And presumably some of the 2/3 who stop, do so only because they fear harsher penalties if they don't.

What's wrong with people?  Scary world.
