County & Regional Government (related to Bicycling issues) Last update: December 24, 2025 CAMPO (Capital Area Metropolitan Planning Organization) CAMPO controls spending on all federal transportation dollars that flow through the Texas Department of Transportation for a six-county region (Travis, Bastrop, Burnet, Caldwell, Hays, and Williamson). The board is made up of representatives of local government. CAMPO has a 20- to 25-year plan that it updates every five years. Only projects written into the plan can be funded. The most recent plan was adpted in 2025, to cover through 2050. Typically, CAMPO tends to favor roads over public transit and bike/ped facilities. CAMPO reserves 15% of the roughly its STP 4C federal funds for bikes and peds (~$12 million in 2002), but—surprise, surprise—often that bike/ped money doesn't get spent. Bike-related plans include urban trails and buffered bike lanes on county roads. Official info: CAMPO website Read Roger Baker's critiques of CAMPO Austin Chronicle's report on CAMPO 2035 Travis County Commissioners Court The Travis County Commissioners Court is deceptively titled—it’s really a legislative body like a city council, not a court of law that determines guilt or innocence. They're comprised of a "judge" (more like a chairman) and four commissioners. Some recent transportation-related decisions: Fund a feasibility study on passenger rail between Austin and San Antonio (2025) Planned with CapMetro for bus service in unincorporated parts of the county (2023-25) Plan for Onion Creek Greenway shared-used trail (biking + walking) Install pavement and bike facility improvements (shoulders/lanes) on Old San ANtonio Road from FM 1626 to Puryear Road.
