Gas is the #1 most important "necessity"

According to the Texas Attorney General:

Ken Paxton wrote:

"During declared disasters, state law prohibits businesses from charging exorbitant prices for necessities such as gas, food, drinking water, clothing and lodging."

Note that the very first "necessity" he mentioned was gas, ahead of food, water, shelter (the three classics) and clothing (the traditional 4th).
