Creating an East MLK Hike & Bike Trail

A fistful of local organizations (including NA's) is pushing for an "East MLK Hike & Bike Trail".  Bike Austin is supposedly one of the orgs, but as usual I can't find anything on their website about it.  However, one of the organizers posted this extremely detailed proposal document:
