Although the crowd seems to be asking for the cyclist head, most probably he'll have the same punishment a driver will have in a similar situation, that is nothing.
On the bright side the victim's outcome seems substantially less severe than the equivalent collision with a car of any size.

That road (24th) is a guarantee that a ped will walk out in front of you, usually without looking. That's the case all over campus. Got to be ready for it. Not sure what really happened here though.

It's not clear that the cyclist deserves any punishment beyond a ticket for riding with no brakes (and even that can't be 100% confirmed just from the picture.)

From what I can determine based on some comments, she and others stepped out in the road in front of him, he yelled, others moved out of the way but she did not and got hit.  (That said, it's not clear what his speed was or what effect his probable lack of brakes had.)

Contrary to what the reddit thread implies, he did not "hit and run" as he stopped (as you can tell from the picture) and she apologized and admitted responsibility.  He offered to take her to the hospital, she declined and had him leave.

That said, I wasn't there, so I don't know for sure.
