I've seen similar things in action.

They were kind of neat looking, but realistically -- the only people who could see the lines on the dark pavement were other cyclists riding right there with you.  No way would somebody in a car see them from any distance.

Now, the tail light part -- somebody might see that.  But you can get much better tail lights for less money that don't waste half of their light on the ground.

I forgot to post here about my experience.  So the light arrived without a battery cover (which is really necessary on this product), and regardless, the button to turn on the laser worked only about one out of five times.  Also, like dougmc said, the light is also pretty weak, except right near the bike, so a motorist can really see this until they're right up on you.  It might be good as a novelty, but I don't see it actually enhancing safety that much.
