Council set to regulate pedicabs

Among the proposals:

* A ban on putting new trailers into service (new cabs would have to be single-unit, tricycle-style)
* Fare method must be posted on the cab
* Fares must be negotiated before the start of the trip, not after
* 6-month moratorium on new cab permits
* Greatly expands the service area; all companies can compete in the area
* Possibly create seven pedicab waiting areas downtown
