Bike Lane needed

Some homeowners have asked how to get a bike lane on a street near our neighborhood.  I am not a cyclist, so please be kind! I serve on our HOA board, so I've been asked to look into this.  To be clear, the street is not in our neighborhood (not governed by the HOA), but close to it.  I need a cheat sheet/guide on how to tackle this.

Hi, and thanks for asking about this.  First thing, check the Austin Bicycle Plan (starting at p. 94) and see if a bike lane is already planned for that street.  If it's not, try to contact the Austin Bicycle Program to inquire about the process for getting a bike lane added.  I say "try to contact" because, typical for the City, there is no contact information listed on that web page.
