Peds/cyclists get a head start at intersections (all cars stopped)

The city has changed traffic signals at eight streets crossing S. Congress, so that all cars have a red light for seven seconds while peds get a WALK sign.

It's also adding bike-only signals at 12 intersections, and adding bicycle detectors at 20 more.
