Driver plows into bus stop and hits someone, gets only a ticket

A driver on Riverside got impatient waiting at a red light, so he tried to go around the stopped car in front of him and wound up crashing into the bus stop, putting Gabriel Cruz Alonso.  According to KVUE, the driver was given only a ticket, for "following too closely".
