Bicyclist gets ticket for asking police to not block a bike path

I'm on the East Coast at the moment, where bicyclists face their own kinds of problems.  For example, here's video of a cyclist asking an officer to not block the bike path, and so the cop gives him a ticket for running a red light (although he didn't):
