Banning cars during major events?

Why doesn't the city just solve about a dozen problems at once by banning cars from downtown during, say, SxSW?  And ACL?  Beef up bus system a lot for the event and bring in additional income by bussing people into downtown while still charging them for parking wherever they end up parking?

Additional income for the busses, same income for parking, lower risk of people still being drunk by the time they get to their cars, infinitely less car congestion, infinitely less chance of cars hitting pedestrians or cyclists...

Like they do for sixth street every weekend!

What possible advantage could there be for letting cars park in downtown during these events that have such huge draws?
