Okay, you convinced me about lights.  But is this other bit really necessary/helpful?

A person may not operate a bicycle unless the bicycle is equipped with:
•    a brake capable of making a braked wheel skid on dry, level, clean pavement.

About a separate insert for Austin,  I'm guessing people will prefer a one-piece card with everything (Austin+TX) rather than two separate cards.  How would a two-piece version be better?
