This is Dave Sullivan's worst story about neighborhoods and 
transportation planning - in short, the neighborhoods around the area 
successfully fought not only the code obligations to connect the Riata 
streets to adjacent existing subdivisions when built, but also nixed 
Dave's alternate suggestion of maintaining such access for only 
cyclists/pedestrians. He'll probably be willing to give you more 
background if you ask.
