BIKE: TxDOT learns how to wheel and deal

Texans love to do build roads and when they do it they do it big 
because Texans do everything big, right. Look at the Savings and Loan 
debacle based on Texas real estate debt.

So you know TxDOT was mighty proud when they first managed to get Texas 
involved in deals taking on billions in debt for its toll roads.
