BIKE: Cedar Street cuts bike locks

for a business to do this without warning just sucks. if they've had
problems, which I'm guessing is the case since they have the cutting tools
there, should have a sign posted saying something like "please don't park
your bike here. bikes parked here will be impounded. bicycle parking is
available at such and such location." this is similar to the approach places
like Quack's have with signs like "Please don't park at the FreshPlus, they
will tow your car even when they are closed"
