BIKE: $7.2 million tentatively committed to bikes in New Orleans Road Bond Issue

Per inside #'s $7.2 of a $172 million (mainly for maintenance, not new)
will be for bikeways in a proposed road bond issue up for a November
vote.  There is still some struggle over these #s.
