The traffic density in the Copenhagen region is below the average of many
major European cities. This is because the city is relatively small with
less pressure on the roads compared with cities like Paris or London. 30%
of the journeys made in the centre of the region are made by the use of
public transport and 14% of the trips are made by bicycle.

I infer that congestion is not a major issue in driving (pun intended)
people out of their cars. Parking is problematic in Copenhagen though.
Perhaps limiting parking can be an effective strategy ? $5/gallon gas
helps too.
