BIKE: RE: [ACA]: SoCo CAG -- Requests for Bike/Ped Proposals

As I have indicated to others, I dont have the authority to override bond 
language, but I will certainly ask anyway. The worst they can say to me is 
"No. That's outside the authorized area. Don't you know how to read?", which 
won't hurt my feelings too badly.
