BIKE: Some good news, finally, on the Big Stripe bike lane pr ojects

I agree the mileage noted on those records doesn't accurately reflect the
project.  Some of the streets in the original Stripe 17 and Little Stripe
projects were completed by Street and Bridge and withdrawn.  Of the
remaining streets there are 18.5 miles of lanes going in. (1 @ .25 mile, 2
at .75 mile, 2 @ 1 mile, 1 @ 1.5 miles, 2 @ 1.75 miles, 1 @ 2.75 miles, 1 @
3 miles,  and 1 @ 4 miles)

The history of this project is long and twisted, going back to before I was
in the Bike Program.  Not sure why it has taken so long, but it is real
close to happening.  Two of them are in a TIP ammendment and after that I
think we will be clear to let 'em out for bid.  It's estimated 45 days for
completion once it starts.

I'll post more information when it's finalized.

Ironically (and almost certainly incorrectly), all the bike lanes are listed
as being 0.1 miles long.!
