BIKE: 360 @ 183 crossing

I noticed there is work going on in the small piece of COA or TXDOT or 
whoever's real estate in the SE corner of the intersection of loop 360 and 
the 183 access road.  I use this area to cut through on the way home from 
work.  They seem to be making some raised ornamental plant beds, complete 
with sprinkler system, in a circular shape as far as I could tell (that is, 
several beds seem to form a large broken circle that takes up most of the 
property).  One of the beds gets in the way of the crossing point most 
cyclists use there (you can still get around it though).

It looks kind of weird, given the fact that it's just an empty lot.  Maybe 
they are trying to pretty it up a little, but it still seems odd.  I have 
seen it used for piling dirt, gravel, etc.  If they were building something, 
like an office building of whatever, they would do the landscaping last, 
obviously, so I don't think they are going to erect anything there.  Anyone 
here know what the plans are?

Didn't I read in the Statesman that this work will include improved bike 
access across 360?
