BIKE: It's *always* dangerous to cruise Stop signs?

I find two way stops (when I am not the one stopping) to be much more 
dangerous than 4-way stops.  This is where drivers are searching for 
shortcuts around traffic, on their cell phone, not expecting much, and not 
looking for other cars, or bikes for that matter.
 
Re: 4-way stops, my main experience with cars is confusion.  Some cars 
expect me to run the stop sign straight thru, some don't see me at all, 
etc.  Usually, decisiveness works, as at a 4-way, motorists will stop 
(unless they are turning right) and think to glance for a moment at the 
other directions.

I might be among the more paranoid, but unless I can see far enough to not
be hit by someone coming at say, two times the speed limit and runing the
stop sign, I stop.  Or come to the 5mph equivalent.
