I read that as "you're free to ignore any of this".  Given the concrete 
on the ground, it looks like TxDOT does too.  After all, that 60 
million dollars of our tax money that just went for four miles of 
highway on US 183 has no sidewalks. I'm sure that would have really 
ballooned the cost, right?  I guess pedestrians fell on the wrong side 
of "it may be" and "typically"
