BIKE: Bikes at Wally World in dumpster

There is a grim use for bikes that are no longer or barely functional but still look like bikes.
About six months ago folks on this list were talking about a "White Bike" program of chaining bikes close to where a rider (or pedestrian?) has been recently hurt or killed. The bikes would be painted a reflective white and could have a sign documenting why the bike is there. TxDOT or CofA would probably quickly cut away the reminder, but for the week(s) before that occurs, we're letting people know about the accident, better than our local media seems to be able to. The website where we originally saw this idea reported traffic actually slowing down when seeing the "white bike" so it seemed to be having some effect.
If anyone driving around Austin spots such bikes, or if the Yellow Bike folks have some unusable frames and wheels, I'll keep three at my house, just in case. Will check out Wally World around lunchtime today. If anyone has good painting facilities, please touch base with me. Otherwise I might be using more harmful spraypaint cans.
