low riser handlebars and fenders

looking to add a few inches of rise to an old mountain bike, anyone know a good place locally or if these might be easy to find at YBP? looking for riser bars about 1/3 to 1/2 of what a BMX has that could be spalpped on an old diamondback MTB without changing the cables without spending  a bunch...also does YBP typically have 26" fenders?
