I doubt that very much. Gandy made a similar claim once before the UTC, 
and he was rebutted quite aptly by city staff, who actually checked up 
on him and found out he was full of crap. (He was fudging the numbers in 
one case - one or more of the lanes in the first 'other city' were much 
wider than his SCB proposal, and in the  case of the second 'other 
city', he was referring to a pilot which that city had tried and 
discarded and flat-out told our city's staff was a mistake).
