Correct me if I'm wrong, but it sounds like he's telling them to hurry 
up and borrow money so that roads can be built at a faster pace, prior, 
even, to approval of Federal funding?  But that they also need to do a 
better job of figuring out how they're going to pay the money back?

Sounds both foolhardy and unreasonable at the same time, unless I'm 
missing something.

A good rule of thumb:  if Rick Perry thinks it's a good idea, do the 
exact opposite as quickly and forcefully as possible.
