I think he's thinking of the CAMPO policy to spend 15% of Federal STP funds 
on bike/ped projects.  The City has no such policy that I know of (and no 
transportation funding other than bonds anyway).

Thanks.  I knew that there was a qualifier.  The City has also applied this 
15% standard to pass-through funds received from Capital Metro and to some 
other funding categories.
