BIKE: bike racks on town lake hike and bike trail?

Something I've always looked for (maybe I'm just blind?) but never have
seen are bike racks at different locations along town lake.  I would like
to see at least two racks on the trail.  One at the west location at the
mopac bridge and one at the east location by congress and riverside near
the water fountain.  Who would I speak with about the possiblity of adding
bike racks?  I would love them as I could ride my bike down to the trail
do my running hop back on my bike and go home.
