BIKE: traffic signal bike detection

The vast majority of traffic signal vehicle detector loops do not pick 
up bicycles unless your bicycle down directly on top of them, which is 
completely ridiculous -- I'm not laying my bike down in the middle of 
the street.  The one I deal with daily is at 51st and Guadalupe.

I thought this issue came up before and it was determined that it is OK 
for bicyclists to STOP, LOOK, and GO under these circumstances.
