On June 1, 2006, US refineries must ship 80% of their on-road diesel with .015% sulpher (vs. .5% now and 2% to 3% before controls).  The last 20% and off-road diesel follow a few years later.

Massive desulpherization units are currently under construction.

In this case, the Bush Administration has moved aggresively to limit sulpher emmissions.

The new zero sulpher diesel (like no-lead gas) will allow new emmission standards for diesel engines to go into effect on 1-1-07. (Seven months to dilute the higher sulpher fuel in the supply chain.  The "20%" low sulpher .5% diesel will go to fleet sales for older diesels).
