BIKE: No Bicycle sign on South MoPac

I wonder whether this is the same spot on MOPAC that someone was ranting about
in the Statesman recently (to the tune of "isn't that against the law?").

I sure don't recall seeing such a sign in this vicinity either. Haven't
been there in 6 months. If it's true, it's so wrong.
Whatever happened to that "wide outside lane" that TxDOT assures us is
our due? An ironicly timed counterpoint to the upcoming "Bike Month"
isn't it?
