BIKE: How oil affects gasoline prices; CATCO "public" input and the CATCO lobby

[This is from the energyresources list. Since we're distinctly above
$50 a barrel oil now, we must be soon heading toward the second set of
numbers. -- Roger]

Here's a very rough example of how gas prices
vary with crude prices:

$28/bbl crude oil
-------------------
Crude - 0.70/gal
Taxes - 0.43/gal
Refining - 0.24/gal
Distribution - 0.23/gal
TOTAL - 1.60/gal

$56/bll crude oil
-------------------
Crude - 1.40/gal
Taxes - 0.45/gal
Refining - 0.25/gal
Distribution - 0.25/gal
TOTAL - 2.35/gal

Crude price increased 100% but pump price increased less than 50%.
Crude's contribution to pump price went from 44% to 60% because the
other components don't vary much as a function of energy costs. It's
oversimplified, but you get the idea.

[This is agenda item #3 for the Monday Oct. 11 CAMPO meeting. This
expansion of FM 2222 supported by the CATCO road lobby shows every sign
of being orchestrated by that lobby group, IMO. The public response was
supposedly 69 in favor (including CATCO) and one against! Also 3M Corp.
wants this road widened. You can also see the following input by going
to agenda item #3 at the following link and downloading the PDF file.
This is proposed to be paid for by raiding the STP 4C funds, which
could also potentially go to bikes. A bunch of proposed Austin road
expansions were downgraded and now the money saved is proposed to be
transferred to widening FM 2222, which will obviously cost a fortune.
Too bad none of the biking community was hip to this behind-the-scenes
road lobby organizing or they could have gotten in on the gravy. --

CAPITAL AREA  TRANSPORTATION COALITION

Resolution in Support of Expansion of RM 2222 from RM 620 to Loop 360

Whereas, RM 2222 is part of the region’s highway network;

Whereas, the completion of the region’s highway network is a critical
priority;

Whereas, the Austin area has inadequate east-west access;

Whereas, the only connection from Downtown Austin to the 4 Points area
is on  RM 2222;

Whereas, this area has seen extensive residential, commercial and
employment  growth;

Whereas, the neighborhoods and 3M a major industry are supportive of
this  expansion;

Whereas, the current CAMPO plan allows for a MAD 4;

Whereas, the existing cross section is 4-5 undivided lanes;

Whereas, the highway has been the location of many accidents, injuries
and  deaths;

Now therefore, be it resolved that the Executive Committee of the
Capital Area Transportation Coalition on behalf of the Board of
Directors strongly recommends that the CAMPO 2025 Transportation Plan
be amended to upgrade RM 2222 to a MAD 6.

Approved this 23 rd day of September 2004.

Terry Bray   Chairman 2003-04

Bruce Byron    Executive Director
