I'm not so sure that this isn't a case which calls for an exception from 
those rules. Consider riding uphill northbound near Spicewood Springs 
Rd. You could be struggling along at a clip of roughly 2 mph (well, I do 
at least); and the right through lane traffic is going 55 (legally). 
This doesn't make me feel real good about establishing the legal 
principle that we should be riding in the through lane.

It's at least something we should look into more. I'm sure other states 
have some guidelines here which might be of use...
