BIKE: Found! Goal for Percent of Bike Trips

Amending my earlier post, I have now found the goal set by the Austin Bike 
plan for percentage of bike commuters. I found it, of all place, on a RECA 
website via a google search. I cannot find the original bike plan document 
on the city's web page. But apparently it was approved by council in 1996 
under the title of Austin Bicycle Plan, Part I- Policy & Standards.

"Goal 1.3: The Austin Bicycle Plan proposes to increase the modal split for 
bicycles to 4% by 2005 and by 8% by 2015."

Clearly we are not going to reach the 4% goal by 2005, barring some 
catastrophe or mass conversion experience that forces or leads thousands of 
commuters to abandon their cars within the next 30 days.
