BIKE: sidewalks

To my knowledge...sidewalks are only required in "new" developments. This is a city code. Also, I believe (but am prepared to be wrong) that sidewalk maintenance is up to the homeowner just behind the sidewalk. I don't know the rule pertaining to sidewalks in front of businesses or city buildings.
To obtain sidewalks, a neighborhood must request them, but is subject to the neighborhood revitalization/traffic calming process...which there is currently no money for and good luck getting a response from anyone because I was told "it's a waste of the City's time" by a particular employee (not the one soon to be mentioned) because there is no money and the waiting list is long.  If you want sidewalks at some point, get on the list now because it took the southern end of Travis Heights almost 4 years just to get the speed humps in place. By the way, who did that contract because it wasn't done very well! 
And of course, you could contact Collie Kreidler at the City of Austin to find out more...he's the ped/bike guy and if he doesn't know, he's so kind I'm sure he'll find out.
