BIKE: Bike Storage Options

I bought a used bike rack from Michael Zakes at Waterloo cycles, used a chain to secure it to a pillar behind my house, and put gravel around the rack to cover the chain & minimize mud.  It's only partly covered, so the bikes get a little wet in the rain, but it is neat, safe, and space-efficient.

Does anyone have any ideas on a good system to lock bikes outside my house?  We just moved and have 3-4 bikes we'd like to lock in a neat, safe, and space-efficient manner, either in our carport, or somewhere near it.  Currently we've got them locked to each other and then to a chain link fence, but it's not the ideal set-up, for a few reasons.  It would be great to get a rack from the city, but (I haven't asked them directly) I assume getting them for private use isn't possible.
