I ran an article on triggering lights in a recent issue of Car-Free 
World, and there's a separate article on the website.  The way to 
trigger finicky traffic sensors is to dismount and lay the bicycle 
wheel horizontally over the sensor.

The way it usually pans out is that if there's no cross-traffic then 
it's safe to run, and if there IS cross-traffic then it's a busy enough 
area/time that there will probably be a car behind you any second to 
trigger the sensor for you.
