Still, I think the primary concern is that the wheel be properly
maintained. If funds are limited, one can just buy a stock wheel from a
bike shop, get it trued and tensioned at the time of purchase, and take
it in for service every 6 months or so.

I will note that simple truing can be done with nothing but a spoke
wrench, but the full treatment requires a good truing stand, dishing
gauge, and spoke tension gauge, totaling to several hundred dollars. One
should not take this job on oneself without these tools.
