BIKE: Some good news, finally, on the Big Stripe bike lane projects

I was looking at TXDOT's let report, and it appears that the "big 
stripe" batch of projects which should have been done years ago have 
finally escaped TXDOT's budget cap (ironic, since none of their money 
was being used).

Looks like they got administrative approval to be let (bid) in July. 
Let's hope they make it through the next part of the process quicker 
than the first 5 years...
