BIKE: Luggage Rack or Baskets better?

Baskets can hold more and they keep your center of gravity lower.  An 
upright bike already has a fair amount of top weight as it is -- adding 
cargo above the wheels to boot gets you ever closer to the idea of 
balancing a bowling ball on a toothpick.
