BIKE: Turn-only INCLUDING cyclists on 360?

A few months back, I'd mentioned that police had stopped some cyclists
out on 360 and informed them that it is illegal to use the right turn-
only lanes as through lanes for bikes (they are frequently marked that
way in the city).  I think the UTC (or a relevant subcommittee) was
going to take this up at a meeting in November, and I'm wondering what
was discussed there.  Maybe the police have stopped enforcing this?
Or, maybe they discovered it was a non-law?  If not, then I think
something is in order, like signage.
