BIKE: Good Used Road Commuter Bike Wanted

I have a coworker looking for a good used bike for commuting on the road
and maybe light trail use.  He want to run something like 700x35 tires
with fenders and doesn't need suspension.  A rear rack would be nice.
He is 5'10 about 175lbs and is looking for something in the $100 - $200
range. Does anyone have something like this or have any suggestions?
