For "3/4", for every 4 drivers found at fault in killing a pedestrian
(San Jose study) or either a pedestrian or cyclist (New York study),
no citation was issued.  From Michael's table, I did a quick count,
and of 10 cases where the cyclist was killed and the driver was at
fault, 3 indicated some sort of punishment to the driver.


Essentially, if you run down a cyclist or pedestrian, don't run, say
you're sorry, and you'll probably walk (whoops, I mean drive).
