Minutes for Bicycle-Pedestrian Subcommittee of Urban Transportation Commission Thu., October 24, 2002, at 6:30 p.m. One Texas Center, 505 Barton Springs Rd. 8th Floor Conference Room UTC members present: Tommy Eden, chair Mike Dahmus Others present: Celia Kemp David Yentzen 1. PROPOSAL TO IMPROVE PEDESTRIAN AND BICYCLE SAFETY ON SOUTH LAMAR, and 2. RECOMMENDATION TO USE "BICYCLE WRONG WAY" AND "RIDE WITH TRAFFIC" SIGNS WHICH WILL BE ADDED TO MUTCD At the previous subcommittee meeting, the subcommittee had agreed to have the proposal from Celia Kemp rewritten to include a bicycle lane only on the west (uphill) side of S. Lamar and to bring the proposal back to the subcommittee. Mike Dahmus had been concerned that bicyclists would ride in the wrong direction in the bicycle lane if only one bicycle lane were painted on S. Lamar, thus making the street even more dangerous than it already is. Celia Kemp agreed to make the changes to the proposal. Tommy Eden agreed to have the issue placed on the Urban Transportation Commission agenda for November. Celia Kemp and David Yentzen left the meeting at this point. 3. PROPOSAL TO REQUIRE THAT CROSSWALKS BE REPAINTED WHENEVER LANE STRIPES ARE REPAINTED Tommy Eden presented the following proposal, which was recommended to the Urban Transportation Commission. Tommy Eden agreed to have the issue placed on the Urban Transportation Commission agenda: WHEREAS crosswalks are an important element of a walkable city, and WHEREAS crosswalks have the potential to reduce the number and severity of injuries to pedestrians attempting to cross streets, THEREFORE BE IT RESOLVED: The Urban Transportation Commission recommends that the City Council adopt a policy requiring that all crosswalks be repainted at least as often as the lanes which they cross are repainted. 4. FURTHER DISCUSSION ABOUT THE NEED FOR BICYCLE LANES AND "SHARE THE ROAD" SIGNS ON STECK AVE. This issue had been discussed at the previous meeting. Mike Dahmus agreed to look for "Share the Road" signs on the Internet. Tommy Eden agreed to have this issue placed on the agenda for the December meeting of the Urban Transportation Commission. The recommendation consists of two parts: (a) that bicycle lanes be reestablished on Steck Avenue between Burnet Road and Shoal Creek Boulevard, and (b) that "Share the Road" signs be posted on Steck Avenue between Shoal Creek Boulevard and Mopac Boulevard. 5. REQUEST TO DESIGN EXTENDED GUTTER PANS AS AN ALTERNATIVE STYLE OF BICYCLE LANES The person who had requested that this issue be placed on the agenda was not present, and the issue was not considered.
