Date: Thursday, March 29 Time: 6:30 pm Location: 8th floor Conference Room of the One Texas Center 1. Striping on Shoal Creek. City Council action on the morning of March 29: The two neighborhoods are working on a new process for traffic calming on Shoal Creek Blvd., with bicycle lanes. Three neighborhood representatives, Paul Nagy, Kerba Lampert, and Alan Lampert were present for the meeting. They will keep us updated as the plans proceed. Tommy Eden will assist them as needed. 2. Discussion about the decision-making process in the subcommittee. It was agreed that decisions are generally made by consensus in subcommittee. In the unlikely event of a dispute over the recommendations from the subcommittee, only the UTC members present at any meeting would have a vote. 3. Recommendation to count bicycles on bike routes identified in the Austin Bicycle Plan, whenever traffic counts are conducted. Eric Ziegler has made an effort to locate a city where automated counts of bicyclists are conducted. He found several cities which conduct manual counts, but none where the counts are automated. Nobody at the meeting was clear about the reason why the equipment could not detect bicycles. Eric agreed to contact some other cities around the country looking for one which conducts automated counts. The subcommittee is still looking for an explanation why the equipment for counting cannot distinguish between bicycles and cars. 4. Recommendation to keep both sidewalks on the Lamar Bridge open permanently. There was no opposition to keeping the sidewalks open. The transportation staff is working on a position paper on this issue. It should be completed next week. The issue was postponed until after the position paper is available. 5. Staff update, discussion and possible recommendation regarding criteria for setting bike lane priorities. Staff does not have a set of criteria for determining which streets should have priority over others for new bike lanes. Committee members will bring ideas for such criteria to the next subcommittee meeting, along with examples of which streets would be likely candidates. Then everyone will combine their lists and rank each street based on all the proposed criteria. Staff may offer criteria to include, it they choose to participate in this process. 6. Recommendations for Enhancement Project proposals. Tommy Eden agreed to request the presence of Parks staff at the April meeting of UTC. Transportation staff has four proposals so far: a. Pleasant Valley trail from Oltorf St. to Burleson Rd. b. Upper Boggy Creek trail c. Sidewalks on Jollyville Rd. d. Lamar Bridge extension There were some concerns about two of the proposals. The proposal for sidewalks on Jollyville Rd. and the Lamar Bridge extension might not meet the criteria for enhancement projects. TxDOT might consider sidewalks to be "business as usual," and, therefore, not meet the requirements for enhancement funding. The Lamar Bridge extension may have two problems: (1) it has already received enhancement funding, and (2) City Council will be considering funding the extension using Capital Metro funds at the Council meeting on April 5. There was general agreement that the subcommittee should recommend the two trails as a priority over the other two proposals.
